Expo 2020 Dubai presents Progress Report to the 159th General Assembly

At the 159th General Assembly of the Bureau International des Expositions (BIE), held in Paris on 15 June 2016, Her Excellency Reem Al Hashimy reported the progress made by the United Arab Emirates in the organisation of Expo 2020 Dubai. Several aspects of the Expo were emphasised, including the development of the Expo site, the theme ‘Connecting Minds, Creating the Future’, and partnership and engagement programs.

H.E Reem Al Hashimy, Minister of State of the UAE for International Cooperation and Director General of Expo 2020 Dubai Bureau, informed delegates about the progress that has been made on the Expo site since November 2015, when Expo 2020 Dubai was formally registered at the last General Assembly of the BIE. Some 4.3 million m3 of sand has already been moved to prepare for construction, and the entire Expo 2020 team has moved into new on-site offices, bringing it closer to the action.

Besides the practical elements of planning an Expo, H.E. Reem Al Hashimy drew on the Expo’s theme ‘Connecting Minds, Creating the Future’, stating that the UAE’s aim is to bring people together. She added that “success comes from people and from nations, creating inspirational experiences, and forging transformative relationships.” The sub-themes of the Expo – Opportunity, Mobility and Sustainability – enrich the theme and offer the widest scope to each participant.

Preparations for the Expo at this stage also include initiatives to engage local communities and youth, with the latter forming “a distinct and strategically important audience”. Organisers have created the annual Youth Connect festival to inspire and give confidence to the next generation by means of various experiences. It is a program designed by youth for youth, and the feedback will be used to create content and communication programs that are seen as key success factors for the Expo 2020 Dubai.

Engagement with business is also under way - the Expo 2020 Dubai Procurement Portal provides updated information to companies, giving them opportunities to participate at the Expo. As a result, around 4,500 companies (mostly SMEs) from 76 different nations have already registered to participate in Expo 2020.

Additionally, Expo 2020 organisers have recently announced three ‘Premier Partnerships’ with global firms - Etisalat, Emirates Airlines, and DP World. The partnership with telecoms group Etisalat will allow the Expo to offer high-tech digital experiences as well as Wi-Fi access to 300,000 people per day, “creating the fastest, smartest site on Earth.” The partnerships with Emirates Airlines and port operator DP World will play a key role in attracting visitors, of which 70% are expected to travel to the Expo by international transport. Each of these three Premier Partners will have their own pavilion at the Expo, and each will help create a global platform to promote the UAE and Expo 2020.

Dubai formally granted Expo 2020 at BIE General Assembly

The UAE was formally registered today as the host nation of Expo 2020, two years after Dubai won the bid.
The 168 member states that make up the general assembly of the Bureau International des Expositions (BIE) head-quartered in Paris have officially ratified the UAE's registration dossier.

The comprehensive document details plans for the site (Master Plan), the theme and its subthemes, financial structure, plans for the pavilion sites, infrastructure, facilities and use of structures once the expo ends.

Now that the document is registered, construction work can begin on the 438-hectare site area in Dubai South earmarked and the UAE government can officially invite countries to participate in Dubai Expo 2020.

Under the theme 'Connecting minds, Creating the Future', Expo 2020 will launch the UAE's golden jubilee celebrations.

Members of the Expo 2020 Dubai Higher Committee led by His Highness Sheikh Ahmed Bin Saeed Al Maktoum attended the 158th General Assembly of the Bureau International des Expositions (BIE) for this historic chapter in Dubai's journey to 2020.

To symbolically mark Dubai's formal appointment, the BIE President Mr. F. Nagy and the BIE Secretary-General Mr. V. Loscertales officially handed over the BIE flag. to His Highness Sheikh Ahmed Bin Saeed Al Maktoum.

Mr. Loscertales, added, "As the first World Expo to take place in the Middle East, South Asia and Africa, we look forward to what we believe will be a meaningful moment in history, not only for this young nation and the BIE, but also for the wider region and indeed, the world."

Dubai Expo 2020 is planned to open its gates on 20 October 2020; it will be the first World Expo to take place in the MENASA (Middle-East, North Africa, South Asia) region.

The Secretary General of the BIE, Vicente Gonzalez Loscertales, arrived yesterday in Dubai for a two-day working trip on Expo 2020. Mr. Loscertales was officially received by the Expo 2020 Dubai Higher Committee.

This is the first official visit of the BIE to Dubai since the UAE won the right to host Expo 2020 in November 2013. During this trip, the Higher Committee has updated the BIE on the progress made in the preparation of the registration dossier.

The dossier is a crucial step in the preparation of an Expo as it officialises the project by defining clearly and precisely all aspect of the event. Many important issues were addressed such as the Expo theme, the site, transportation, security, visitor strategy, business operations, communications and promotion, the funding strategy and the regulations.

As reported by the Dubai-based newspaper the Khaleej Times, Shaikh Ahmed bin Saeed Al Maktoum, Expo 2020 Dubai Higher Committee Chairman, President of the Department of Civil Aviation and Chairman and Chief Executive of Emirates Airline and Group, stated "We are pleased to continue our strong collaborative relationship with the BIE and welcome their affirmation, support and unique insight in ensuring that Expo 2020 Dubai meets all requirements for the Registration Phase and becomes a truly exceptional World Expo. This visit further supports our commitment to ensure Expo 2020 Dubai is a global platform for partnerships aimed at charting a sustainable course for humanity on our common journey to 2020 and beyond."

Last November, the UAE was elected by the BIE member states to host Expo 2020 in the international business and tourism hub of Dubai. The organizing committee is now at full throttle to prepare for the event. The next step is the submission of the registration dossier to the BIE in about a year, which will officially allow the UAE to build its Expo and invite countries to participate. Helal AL MARRI, Director General of Dubai Department of Tourism and Commerce Marketing and CEO of Dubai World Trade Centre and Member of the Dubai Expo 2020 Preparatory Committee, tells us about the Expo project.

BIE: Dubai won the right to host the 2020 World Expo last November and you are preparing the registration dossier. What steps of the dossier are you currently working on?

Helal Al Marri: Since winning the Expo late last year, we have been working hard on the planning process and organizing our work for the next 6 years. In terms of the registration dossier we are focusing on all issues in parallel as the same teams that worked on the bid have continued through and been strengthened by additional people. The masterplanning has continued, our stakeholder engagement has continued and we are very confident the dossier will be ready for next year.

How would you define the theme "connecting minds, creating the future"?

When I think of the theme, I think of Dubai. Dubai is fuelled by the philosophy of the theme. It is a place that brings the world together to share ideas and to work together on the challenges the future may hold. We all share the same future and we are convinced that it is only through collaboration that we can find new solutions. The subthemes of our Expo are 3 tangible challenges to which we should apply this philosophy: sustainability, mobility, economic development and job opportunity.

What are your plans for the post-expo ?

As we move towards post 2020 and the Expo site enters its new phase of life we will utilize the assets that are built there such as the exhibitions and entertainment facilities, to create a smart city that will become a benchmark for the rest of the world. This smart city will allow the development of the Dubai Trade Center activities and become a key player in the exhibitions and conference business. It will also ensure the right hospitality offering and a new gateway to the new airport of Dubai that will be the largest airport in the world.

An important aspect of Dubai's bid is the Expo Live program that would find, fund and bring to Dubai innovative projects thanks to a 100 million Euro Expo Partnership Fund. Through seminars, working groups, meetings and workshops, Expo live would connect the innovators of tomorrow with experts and potential partners. Expo live would start during the preparation phase of the Expo and funded project would be presented during the Expo in the Innovation Pavilion and Innovation labs.

A bid to reinforce Dubai and the UAE's position as a world hub
Expo 2020 Dubai would celebrate the 50th anniversary of the Emirate. In only a few decades, Dubai has become one of the world's most modern, innovative and technological cities, attracting investors and workers from over 200 countries. With a target of 25 million visitors, an Expo would continue building Dubai and the UAE's status as a world hub. After the Expo, the site would be converted into the Dubai Trade center Jebel Ali. The Expo would also be the occasion to show the world that the UAE is shifting from "hard" to "soft" projects, as each subtheme is a pillar of Dubai's development strategy. Projects in all three fields are in motion.

The site: accessibility, innovation and legacy
Expo 2020 Dubai would take place on a 438-hectare site on the southwestern edge of Dubai. Equidistant from Abu Dhabi and Dubai, the site would be located next to the new Al Maktoum International Airport, which will be able to carry 160 million passengers a year.
The site itself would be divided in three areas dedicated to each sub theme. These thematic zones would lead up to Al Wasl, the main plaza. Countries would be able to set up their pavilion in the area that corresponds best to their development strategy. Sustainability is at the heart of the project. The site is based on modular design: an important part of the Expo will be dismantled and rebuilt to create appropriate infrastructures for the development of the region: the Dubai Trade Center, an Expo museum, a university, apartment buildings etc.

The Ekaterinburg 2020 bid has already started spreading the Global Mind spirit through the "Global Mind Adventure" project: a group of students from Ekaterinburg travels the world to bring connectivity to distant areas of the world. Children are introduced to advanced technologies and local schools are equipped with Internet access. The team has already been to Mongolia, Indonesia, Panama, Namibia, Kenya and Sri Lanka.

The Expo site : a tool to develop the city and the region of Ekaterinburg
With a target of over 12 million visitors, the prospective site is 500 hectares wide. It is located only 5 km away from the city center, along the Verkh-Isetsky pond and is thought out to be an important urban development project. 180 ha of the site would be dedicated to the Expo and the rest of the area would welcome housing buildings, commercial centers and leisure space along with parks and parking lots. The Expo would also boost the development of the city's transportation infrastructures and logistical resources. "We want to create a real smart city that everyone can benefit from" said Russia's Deputy-Prime Minister Arkady Dvorkovich.

The Expo bid: turn the Ural region in an innovation hub
While today the economic and touristic forces of Russia are mostly located in the West of the country, in Moscow and Saint Petersburg in particular, the Expo 2020 bid falls within the russian project to develop the Ural region and turn it into an international hub for innovation and technology. Ekaterinburg is Russia's 4th economic power and is already developing cooperation projects all over the world and during the symposium on the Global Mind that took place in July for the BIE members, the organizers of the project announced they will turn the symposium into an annual event on globalization.

Izmir is the birthplace of western medicine. It is where Hippocrates and Galen of Pergamon have lived and studied. This legacy is still alive today: several medical universities and health centres are established in the city. With the Expo, Turkey hopes to boost its international role in the health sector by creating an international health hub in Izmir: the Expo itself would welcome over 30 million visitors and out of the 600 ha of the Inciralti region where the Expo would take place, 400 ha would be dedicated after the Expo to 2 new health campuses, universities, research centres as well as new hospitals and rehabilitation facilities.

The site: urban development and relaxation center
The Expo would cover about 205 ha and would be located around a natural lagoon bisected by a road. This road would be used as a main boulevard surrounding the site, connecting all areas. According to the Expo organizers, the site project aims at improving the quality of life of the area and is based on principles of sustainability and ecology. Nature preservation plays an important part in the design of the site since many trees surround the natural lagoon and numerous bird species like flamingos live in the area. Production of solar and geothermal energy would also help contribute to the requirements of the site. After the Expo, the site would become a public park, to offer a relaxation space to the health centre.

The theme: Power of Diversity, Harmony for growth
With over 70 nationalities living together, Sao Paulo's economic and cultural power stems from diversity. This experience is what generated the idea for the Expo theme. The city's bid for Expo 2020 aims at fostering the notion that diversity is an ally to development. Diversity of thought, of cultures, of skills enables innovation, creative economy and new possibilities for human progress. However, as diversity can be a source of conflict and discrimination for some, the Expo bid also intends to tackle this issue by analyzing the role of public policies, the notion of prosperity and the importance of cross-cultural dialogue.

The site : Nature at the heart of the project
The 500 ha site chosen for the Expo is located in the region of Pirituba, in the north-east of Sao Paulo. It is an area covered by rainforest, lakes and rivers. "It was important to take into account the geography and the typography of the area, the local culture, the social dimension of the Expo, as well as the objective to welcome 30 million visitors" shared Ralf Amann, architect and Director of GMP Brazil, during the city's symposium in september.
 All open areas are designed as public parks and visitors can walk from pavilions straight into nature. Sustainability is an important part of the project and many synergies would be set up to limit the risk of waste.

An Expo to turn Pirituba into a new economic center of Sao Paulo
The wide and highly populated region of Pirituba is badly connected to the center of Sao Paulo and offers very few job opportunities. The Expo would not only boost ongoing projects, like the creation of a new metro line connecting Pirituba to the city center or the building of Sao Paulo's biggest congress center, it would include them in a global development plan : Sao Paulo hopes to create in Pirituba a new hub for business, tourism and education with research and learning centers, convention centers, the biggest park in the city, as well as new housing areas, hotels and shops that would bring new sources of income and employment to the local population.

The Expo: the expression of Brazil's Soft Power
By bringing countries together in a live discussion and innovation platform, an Expo would highlight Brazil's strong international cooperation strategy. Over the years, the country has built important cooperation programs namely with its neighbors and African countries. According to Maria Celina de Azevedo Rodrigues, Diplomatic Coordinator for Expo Sao Paulo 2020, it is time to "change the balance of the world" and give a "new frontier" to World Expos that have never been hosted in Latin America.
